The New Palo Alto Guidebook takes a trip through the neighbourhoods, cities, and regions that make up Europe’s powerful technology ecosystem. This month, we visit Paris.

When Dealroom published its 2025 Global Ecosystem Report, one headline grabbed readers’ attention: Paris had jumped ahead of London and seized the crown as Europe’s top startup ecosystem.

While Europe’s tech top spot is up for debate (London reclaimed its crown in 2026’s ranking), Paris’ momentum in recent years is not. Combined valuations of Parisian startups grew 5.3x to $286BN between 2017 and 2024, fuelled by the emergence and growth of companies like Mistral, Qonto, and Poolside. It’s home to 64% of France and Benelux’s fastest growing startups, according to Sifted. And as French VC experiences a renaissance, Paris remains its powerhouse, accounting for nearly 80% of the $6.4BN raised across France in 2025.

The city’s ecosystem is built on top of centuries of trailblazing innovation, scientific breakthrough, and world-leading academia. But its recent success should not be taken as a given. Rather, it’s a remarkable turnaround for a city that was hit hardest by the early 00s dotcom bubble, which experienced years in the tech wilderness, and saw talent in its thousands flock to found or join businesses abroad.

Paris’s story is one of accomplishment; but it’s also one of an ecosystem, and its founders, investors, and policymakers, overcoming adversity by embracing its past and looking boldly to the future.

Paris: A brief history

If Europe’s value is in its density (the relatively short distances between its hundreds of cities, industries, cultures, and languages), then few cities enjoy the benefits of this better than Paris.

Geographically speaking, Paris sits at the crossroads of Western Europe. The power of its location saw it grow from a small riverside fishing village to the cultural centre of Europe during the 17th and 18th centuries. It was the convergence of these cultures and ideas that saw Paris become the spiritual heart of Europe’s Enlightenment, when artists, scientists, philosophers, and politicians challenged established norms and drove forward bold new ideas.

This was crystallised under the French Academy of Sciences: a global precedent for bringing arts, sciences, and government under one roof, and a blueprint that the likes of Somerset House would go on to emulate. Established in 1666 at the Louvre Palace under King Louis XIV, it was designed to formalise how scientific research and innovation could guide state policy. Academicians drew a salary from the crown in exchange for work that served the state directly, whether that was mapping the kingdom, solving navigation problems, or building observatories.

It gave birth to some of the world’s greatest breakthroughs. Louis Pasteur’s discoveries in microbiology, Lavoisier’s mapping of our modern day elements, as well as welcoming the likes of Pascal, Ampere, and even Isaac Newton. Marie Curie, although initially denied membership as a woman, would later join the Academy with her husband Pierre.

While social and political upheaval reshaped Paris and France, its reputation for science and innovation did not err. Towards the end of the 20th century, as an internet revolution gripped the world, Parisian Xavier Niel was building France’s first internet service (Worldnet), paving the way for a new generation of digital, online entrepreneurs. But Paris’s destiny as a technology hub was never pre-ordained: conversely, few cities would feel the early 00s Dotcom Bubble as intensely. France’s ‘lost generation’ fled to found businesses abroad—like Hugging Face, Snowflake, and LocalGlobe-backed Algolia—with over 60,000 French citizens heading to California by 2014.

Paris’s rise to the top

Reestablishing itself as a global destination for technology has been a sure and steady mission for Paris. The last decade has been a particular triumph. Globally renowned businesses—the likes of Qonto, Blablacar, Alan, and Mistral—have been built and scaled in Paris. Xavier Niel has continued to play a central role in its growth: after setting up Kima Ventures, one of Europe’s leading early stage investors (backing the likes of Carta and Wise at seed), he founded Station F, the world’s biggest startup campus attracting the likes of Meta, Microsoft, and OpenAI to sponsor its programmes.

The Paris technology ecosystem has been built on centuries-old foundations of academic excellence, ensuring that the city remains a pull for top global talent. Paris’ academic output is impressive, leading London on patents (133K vs 48K) and university alumni founders (9.5K vs 5.3K), according to Dealroom’s Ecosystem Report. France more widely has established a blueprint for applied research, with considerable success in spinning breakthroughs out of labs and into the market.

Université of Paris-Saclay, a recent merger of four leading universities, is a globally renowned science and research institution in the outskirts of Paris. Seven Nobel laureates have emerged from the university which stretches back nearly ten centuries. Ecole Polytechnique is another competing technical university, founded in the 18th century. Its three Nobel laureates include Henri Becquerel, who discovered radioactivity. More recently, it brought together AI researchers Arthur Mensch, Guillaume Lample, and Timothée Lacroix, who would go on to found Mistral (more on that below).

Two leading business schools call Paris home: HEC Paris and INSEAD. The former, in the Jouy-en-Josas suburb, has given birth to numerous Thoroughbreds ($100M+ revenue), including Doctolib, Mirakl, and Aircall. INSEAD is frequently considered among the world’s best business schools, now split across Paris-Fontainebleau and Singapore campuses. Blablacar and Qonto, two of Paris’ most valuable startups, were built by INSEAD MBA graduates.

All this has been orchestrated under the watch of a tech-supportive government. Launched in 2013, La French Tech is a public agency (based out of Station F) to propel French startups on the domestic and global stage and setting policy in support of this. If French Tech is the policy engine, then Bpifrance is its economic engine: between 2013 and 2021, the bank invested €4.6BN into 500 French startups, as well as close to €6BN into 180 VC funds. It’s estimated that around 80% of French startups that raised funding in that time period would have received money directly or indirectly from Bpifrance.

We’ve been actively investing in Paris for some time now, and we’ve seen exciting opportunities emerge in a number of sectors.

A tidal wave of startup activity has placed Paris firmly on the AI map. Station F’s F/ai incubator in Paris has drawn in the world’s biggest tech companies and AI labs, undoubtedly looking to capitalise on the city’s top AI talent. Mistral has positioned itself as Europe’s leading full-stack sovereign AI platform, with an enterprise-focused model designed to accelerate AI deployment in industries like aerospace and manufacturing. We invested at seed in 2023, and in just three years we’ve watched this company grow to over $400M ARR (targeting $1BN by the end of the year).

ZML is fresher out of the blocks, with the same vision of building a self-sufficient AI infrastructure that’s no longer reliant on the US or China. Founded by former Zenly VP of Engineering Steeve Morin, they’ve built an LLM inference server that allows you to run AI models on any hardware. Twin, founded by Ecole Polytechnique grad Hugo Mercier and Joao Justi, sits at the application layer: they work closely with enterprises to build agents that automate complex business operations.

Paris’ globally-renowned research universities are the backbone of a life sciences and microbiology scene stretching back to Pasteur’s 19th Century discoveries. Spore.bio, founded by former Nestlé engineer Amine Raji, is developing an AI-driven microbiology testing platform that accelerates slow lab-testing methods into minutes. Its TMSI platform was recently recognised as a regulation-approved alternative for microbiological research. BaCta, meanwhile, have developed a method for programming microorganisms to produce sustainable industrial ingredients such as biosynthetic natural rubber. Robeaute, founded by Bertrand Duplat and Joana Cartocci, is turning science fiction into breakthrough reality: they’re engineering micro-robots (the size of a grain of rice) to understand and treat brain disease.

Paris’s fintech scene continues to flourish, as the centre of a French fintech scene that saw funding grow nearly 30% in 2024 to €1.3BN. Finary is capitalising on Paris’s prominent wealthtech sector, with a portfolio tracking and investment platform that’s used by over 600K users across France. The company, founded by Mounir Laggoune and Julien Blancher, recently became MiCA-licensed, making it one of the few European firms able to offer stocks, ETFs, and crypto all on one platform.

A blueprint from the past, for the future

Parisian innovation has a long memory. The template goes back to 1666, to the French Academy, and proximity between government, capital, and inventors has been in its DNA for three and a half centuries ever since.

But it's worth remembering how that characteristic looked dormant for a time. As recently as the early 2010s, Paris was an afterthought in European tech conversations. A city with academic pedigree but no commercial momentum, watching founders and capital gravitate to London, Berlin, or the US. Its turnaround has not been accidental: the product of a decade of coordinated effort to rebuild that old proximity between state, capital, and entrepreneurs for a new era. Companies like Mistral and Spore.bio are the clearest proof of where that turnaround has worked: founded by academics nurtured in the French system, who'd cut their teeth at large multinationals and leading tech companies, and who chose to stay and build in Paris.

For Spore.bio founder Amine, choosing Paris was more than just convenience. “Paris was a talent and infrastructure choice. When you're building deep tech in microbiology and AI, you need three things: world-class scientific talent, patient capital, and proximity to the industrial customers you're trying to serve. Paris checks all three boxes.” On the talent and capital side, he notes a real shift in recent years: talent pools and cheque sizes that were once confined to the Bay Area, now readily available in European cities like Paris.

Paris’s infrastructure has been underwritten in the same spirit as the French Academy, although this time with the structural weight of public and private finance. Bpifrance has spent over a decade building the public investment scaffolding around French tech, while policies like the Tibi Initiative are the clearest proof it's worked, seeing institutional investors pledge over €31BN since 2020. More than a hundred VC and growth-equity funds now sit inside that system managing over €25BN, capital that simply didn't exist in French tech a decade ago.

Proof points are abundant. Station F has become a consistent entry point for Big Tech into Europe, with an F/ai programme that counts OpenAI, Anthropic, Google, Microsoft, Meta, as well as French winners Mistral AI and Hugging Face, among its founding partners. From AI giants to cutting-edge science, the steady stream of university and research lab spinouts demonstrates prospects stretching decades, if not centuries.

“Paris has built real density through Station F, the BPI-backed programs, the deep tech investor community, founders bump into each other constantly, and that density creates a flywheel of shared learning that used to only exist in Silicon Valley,” Amine adds.

As a London-based company, the two-hour journey to Paris makes it feel like a close extension of our ecosystem. Bear in mind it takes longer to travel to Manchester, Leeds, and Edinburgh. For British founders, it remains the first stop into Europe; and for Parisian founders, the proximity to one of the world’s biggest innovation hubs has a powerful impact.

It may have taken time to get the machine turning again, but Paris is resharpening its oldest skill: government, universities, and world-leading founders in close proximity. Like the recently-cleaned up River Seine, the fastest and clearest waters are once again running through Paris.
